Why does the President spend so much time in Ottawa? The Council is 1 of 18 National Bargaining Agents certified by the Public Service Staff Relation Board. As such the Council represents the Ship Repair Group West in the Federal Public Service. As the majority business affecting the National Bargaining Agents and Government of Canada is conducted in Ottawa the President must be, on your behalf, there. The Council is a Member of the National Joint Council, which meets 4 times a year. The Department of National Defence (DND) also conducts the majority of its business with the Bargaining Agents in Ottawa. The President of our Council at present, sits as Co Chair with the Deputy Minister on the National Union Management Consultation Committee for the DND, and must attend five other quarterly or semi-annual DND meetings. Also the Treasury Board of Canada (the Employer) attempts to consult on every policy that affects the Federal Public Service as a whole. Unfortunately, being based on the West Coast it is impracticable for the President to attend all of the meetings that he is requested to attend. He therefore attends the meetings that have the greatest impact on our Membership. He has also designated the First Vice President to attend on his and your behalf additional meetings such as the National EAP and Return to Work Committees amongst other issues.
